Liverpool City Region Child and Family Poverty Needs Assessment 2013 – This is a refresh of the Liverpool City Region Child Poverty and Life Chances Needs Assessment. It is not an exhaustive update but instead draws out the key changes since the Needs Assessment was first published in 2011.

Knowsley Child and Family Poverty Needs Assessment 2014 – The report is intended to inform the Strategy for Knowsley, which sets out the Partnership‟s high level priorities and strategic direction.

The current local child poverty measure defines child poverty as „the proportion of children living in families in receipt of out-of-work (means-tested) benefits or in receipt of tax credits where their reported income is less than 60 per cent of median income. In this report, this is treated as a local measure of relative poverty.

Children and Young Peoples Needs Assessment (January 2014) – Its purpose is to draw together analysis and key findings from a body of work including: Evidence Based Intervention Analysis for Multi Systemic Therapy, Childcare Sufficiency Needs Assessment, Child and Family Poverty Needs Assessment, Health and Wellbeing Joint Strategic Needs Assessment, Partnership Strategic Needs Assessment, and the Education Improvement Strategy.

Children looked after and care leavers plan – The aim of the Charter is to improve ‘care for Children Looked After as well as the support for care leavers.’ Each Charter statement relates to the experiences of young people, and reflects their views of the relationships they have with those who care for them and the communication, understanding and support they want from those agencies that come into contact with them.

Evidence Based Intervention Analysis – Multi Systemic Therapy (MST)  is a licensed, proven and evidence based, intervention for children and young people aged 12-17 years, who are at risk of out of home placement in either care or custody. The service is a family and community based intensive intervention, operating on a 24 hr -7 day week basis. Characteristics of the young people benefitting from MST include family dysfunction, conduct disorders, anti social behaviour, poor educational attainment and school attendance, substance misuse, offending behaviour and other risk taking behaviours. Importantly, they will usually be accessing multiple services none of which have been successful in bringing about sustainable change.

Early Help Service Transition Plan – The revision of the Family Support Service has been undertaken with the key aim of developing an Early Help service with a single strategic lead, to prevent children, young people and families from needing specialist services. Historically in Knowsley, there have been a high number of Children in Need, children with a Child Protection Plan and Children Looked After. The new Service seeks to assist in reducing the numbers of children accessing Specialist Services by intervening earlier and more effectively

Joint Strategic Needs Assessments

Knowsley Children Looked After and Care Leavers  – This report deals specifically with Children Looked After referred to and supported by Knowsley Children’s Social Services. Whilst Children with disabilities and complex needs and children’s educational attainment are included in the analysis, specific intelligence on these topics is covered in separate sections of the JSNA.

Knowsley Children in Need and At Risk -This report deals specifically with those Children In Need referred to and supported by Knowsley Children’s Social Services. Whilst Children with a disability and Children Looked After (those children referred to fostering or adoption services and currently in the care of the Local Authority) are included in analysis of referrals, assessments and CIN demographics, specific intelligence on these populations is covered in separate sections of the JSNA.

Child Poverty and Life Chances Strategy – This Child Poverty and Life Chances Strategy sets out proposals for achieving a long-term shared vision for Knowsley and the City Region.

Child Poverty and Life Chances Development Plan 2011-14 – This plan is intended to dovetail with the City Region approach to child poverty, and develops local responses to its aim, which is mainly focussed on improving life chances of children, and supporting early intervention with vulnerable families.
